HCAOA CEO Praises $150 Billion Earmarked for Home- and Community-Based Services in Biden Budget3/15/2023 Last week, President Joe Biden introduced his fiscal year budget proposal, which would “… invest $150 billion over 10 years to improve and expand Medicaid home- and community-based services… which would allow older Americans and individuals with disabilities to remain in their homes and stay active in their communities, as well as improve the quality of jobs for home care workers.” (source: White House Budget Fact Sheet)
HCAOA CEO Vicki Hoak praised the HCBS funding in the budget, saying “HCAOA is grateful to have a president who continues to recognize the value of home care. This budget demonstrates the commitment to ensure all Americans have the opportunity to age in their own homes, living as independently as possible.”

What Luck! Deadline for National Conference Speaker Proposals Extended to this Friday, March 173/15/2023 For members who may have run out of time or missed the deadline, there is good news. The deadline for speaker proposals for the National Home Care Conference has been extended to St. Patrick’s Day—this Friday, March 17. To date, HCAOA has received many speaker proposals for the National Home Care Conference on October 23-24 and a few more proposals would be welcomed. LTQA and ATI Advisory, with support from The SCAN Foundation, will take a deep dive on in-home support services, caregiver supports, and social needs benefits at a free webinar titled, “How Medicare Advantage Plans are Using These Benefits to Meaningfully Meet Members’ Needs,” on March 13, from 1:00 – 2:00 p.m., EST.
Last week, HCAOA CEO Vicki Hoak attended the ENGAGE reception honoring caregivers in Washington, D.C. ENGAGE is a bipartisan women’s organization that promotes economic security for all American women in the 21st century and recognizes that no matter who wins an election, the only path forward is working together. Also in attendance was Joanne Cunningham, CEO, Partnership for Quality Home Health and Calvin McDaniel, Government Affairs Director, NAHC.
Last week, the Aging Committee of the Connecticut General Assembly unanimously approved a bill that allows home care agencies to use the word “care” in their business names and advertising, following aggressive grassroots efforts by the HCAOA Connecticut Chapter and the testimony of many individual members in support of the bill.

CMS Waivers, Flexibilities, and the Transition Forward from COVID-19 Public Health Emergency3/8/2023 CMS has released a new overview fact sheet on waivers, flexibilities, and the transition forward from the COVID-19 Public Health Emergency, which is expected to end on May 11, 2023. The fact sheet provides clarity on several topics including COVID-19 vaccines, testing, and treatments; telehealth services; and health care access.
Last week, the California Community Care Licensing Division (CCLD), Care Provider Management Bureau (CPMB) released updated guidance on the process for transferring a criminal record clearance or exemption from one Home Care Services organization to another. Effective January 1, 2023, SB 1093 amended HSC section 1796.24 for Home Care Services to allow an individual to request a transfer of a criminal record clearance or exemption on a form provided by the Department or via the Department’s secure online portal, removing the limitation that the home care organization applicant or home care organization licensee make the request. The HCAOA Virginia Chapter was the last state chapter to meet prior to the COVID-19 pandemic. Who knew what was to come when we met in February 2020! Bipartisan Bill to Strengthen VA Support for Disabled Veterans and Young Caregivers Reintroduced3/8/2023 Last week, Senators Patty Murray (D-WA) and John Boozman (R-MA) reintroduced the Helping Heroes Act of 2023. This legislation aims to support families of disabled veterans, including children who take on caregiving roles.
Professional caregiving requires care and compassion for clients and for some caregivers it can be very personal experience. Before caregiving for a client or clients begins to effect the professional caregiver personally, it is wise to set some healthy boundaries. The concept of boundary setting began in the mid-1980’s and has grown in awareness and popularity over the years. A boundary is defined as a limit set in order to create a healthy sense of personal space or to define a healthy space between you and another person. Multiple home care agency leaders in Texas have contacted HCAOA with interest in forming a Texas Chapter. HCAOA has scheduled a discussion for Tuesday, April 4, 2023, at 12:00 p.m. CT, and invites all Texas home care providers..
