HCAOA CEO Jason Lee Shares Federal Legislative Updates at Relias Impact Nation Virtual Event6/12/2024 HCAOA CEO Jason Lee spoke on the national stage during last week’s Impact Nation 2024, hosted by HCAOA partner Relias. During the session, Jason provided updates on the Elizabeth Dole Home Care Act, the CMS 80/20 proposal, and state advocacy priorities such as California's AB 2185 and Georgia's Medicaid rate increases.
The HCAOA Connecticut Chapter recently issued a report with recommendations to the state as it begins the process of transitioning registration and oversight of the home care industry from the Department of Consumer Protection (DCP) to the Department of Public Health (DPH).
Last week, the U.S. Senate Special Committee on Aging held a full, joint committee hearing entitled “Heroes at Home: Improving Services for Veterans and their Caregivers.” This was the first joint session of the Committee in over a decade, and the urgent need for improved support systems, legislative action, and accessible resources for veterans and their caregivers were top of mind for the participating legislators.
California’s Health Care Workers Minimum Wage Law: What Does It Mean for Home Care Agencies?6/12/2024 HCAOA has been following California’s newly-implemented minimum wage law (SB 525), which will increase the minimum wage for health care workers to $25 per hour in the coming years and how it impacts home care agencies. This legislation has sparked significant interest due to its implications for minimum wage adjustments for California healthcare workers. However, its impact on home care agencies may not be as widespread. Generally, the new law impacts home care agencies in two specific scenarios: subcontracting arrangements and affiliation with hospital systems.

Earlier this week, the U.S. Senate Special Committee on Aging announced that it would hold a joint, full committee hearing entitled “Heroes at Home: Improving Services for Veterans and their Caregivers.”
The U.S. Senate Health, Education, Labor, and Pensions (HELP) Committee voted to advance the Lifespan Respite Care Reauthorization Act of 2024 (S.4325), introduced by Sen. Susan Collins and Sen. Tammy Baldwin (D-WI) that would reauthorize the Lifespan Respite Care program through FY 2029.
Last year, Washington became the first state in the U.S. to launch a self-funded, long-term care insurance program. The plan, dubbed WA Cares, is self-funded by worker contributions only while they are working to fund long-term care benefits later in life. The HCAOA Washington Chapter has been advocating to ensure that private pay home care agencies and Medicaid agencies have the same opportunity to provide care under the plan, and the group recently took a closer look at the Fund during its Chapter Conference on May 23.
HCAOA Associate Member Paradigm recently released an 80/20 Medicaid Rule Calculator, which is designed to assist home care agencies in assessing the potential impact the Medicaid Access Rule may have on their business operations. Results could also be utilized to support advocacy efforts to illustrate to your local representatives the effect the provision will have on your business and the ability to continue to help those in need of your care in your community.
A new tool was recently published by Better Medicare Alliance, which provides enrollment numbers by state through an interactive map or via the drop-down menu. Enrollment data is provided by CMS. Members may find this map useful as it identifies the number of Medicare Advantage beneficiaries who live in your service area.
