Last week, HCAOA CEO Vicki Hoak met with majority and minority staff of the Senate Veterans Affairs Committee to discuss HCAOA’s support of S. 141 - the Elizabeth Dole Act. During the meeting, it was confirmed that the Committee intends to eliminate Section 3 of the bill, which would have increased funding for home and community-based services, including Homemaker Home Health Aide services, citing the high costs of the increase as the reason. With so many HCAOA members providing care to thousands of veterans each year, HCAOA sent a letter to the Senate Veterans Affairs Committee urging them to keep this critical section in the bill.

As Debate About Noncompete Ban Heats Up, FTC Hosts Public Forum & US Chamber Performs Survey2/8/2023 With a growing spotlight on the drawbacks of the FTC’s proposed non-compete ban, the FTC has scheduled a public forum on Thursday, February 16, from 12:00 – 3:00 p.m., EST to examine its proposed rule. As it stands, the proposed rule would prohibit employers from imposing noncompete clauses on their workers.
Last week, the Centers for Medicare and Medicaid Services (CMS) released the updated payment policies in the Calendar Year 2024 Advance Notice of Methodological Changes for the Medicare Advantage (MA) Capitation Rates and Part C and D Payment Policies.

Connecticut Department of Consumer Protection Bans Use of Word ‘Care’ for Home Care Agencies2/8/2023 Last week, the Connecticut Department of Consumer Protection issued Homemaker Companion Agency Advertising Guidance to all registered home care agencies in Connecticut, prohibiting them from using the word “care.” The Department claims in its guidance that the word suggests medical services that are outside the scope of the registration credential and therefore requires a license from the Department of Public Health.

The National Home Care Conference is the best national conference for home care organizations offering personal care and is the centerpiece of HCAOA’s ongoing commitment to help agencies meet the growing needs of older Americans and individuals with disabilities. On March 2, the Georgia Chapter will hold a State Conference featuring DCH Commissioner Caylee Noggle, Rep. Larry Parrish, Chairman of the House Appropriations Subcommittee on Health, and other state officials. The meeting will be held at the Georgia Building Authority, in Atlanta and will run from 8 a.m. – 4 p.m.
